Multiple legal departments must coordinate for internet service providers to meet their data security protection duties. The requirement of ISPs necessitates the coordination multiple entities. Observing obligations Internet through lens a single department or regulatory regulation is skewed. A better strategy concentrate on issue at hand and think broadly. By constructing comprehensive multi-level obligation system based "behavior-consequence" model, it possible realize conceptualization systematization norms develop picture security. normative framework be constructed using abstract notions, principles, external systems. "rule-principle" style construction enables synchronization formal substantive justice, as well stability correctness. focusing favourable provider compliance governance. Effective governance can make more attentive use data.
